[Refereed Communication] 5th Crisis Management Conference, Las Vegas, 8-9 August 1996.
In this paper, I first present ‘normal’ decision processes, and highlight their main characteristic features. I then proceed to show that crisis decision making doesn’t fit with these established models. Based on several case studies, the main differences are pointed out (e.g., action without prior evaluation/choice). Finally, the major features of crisis decision processes are compared for technical crises versus political crises.
